T he Center for Integrated Solutions (CIS) was honored to participate in the recently concluded Joint Education Sector Review (JESR) held in Buchanan, Grand Bassa County, convened by the Ministry of Education (MOE) under the theme Halfway to the goal.
CIS attended the review as a supporting partner and member of the Planning Team, with the goal of advancing education through collective action and contributing to a national dialogue focused on strengthening education delivery across Liberia. In our supporting role, CIS reviewed and supported the planning team with making sense of the data from the school census.
The JESR brought together government institutions, development partners, civil society organizations, and education stakeholders for active engagement and meaningful reflection on progress, challenges, and priorities within the education sector. The success of this year’s review was a direct result of strong partner engagement and shared commitment to advancing collective efforts in support of Liberia’s education goals.
During the closing session, the Honorable Minister of Education, Dr. Jarso Jallah, reminded partners of their critical role in advancing the sector. She emphasized the importance of continued collaboration, accountability, and dedication to improving learning outcomes for all children in Liberia. This message strongly resonated with CIS’s own values and approach to development.
CIS’s participation in the JESR builds on its Memorandum of Understanding with the Ministry of Education, signed in April 2025, which focuses on strengthening education service delivery and promoting data-driven and evidence-based decision making within the sector. Under this MOU, CIS has provided extensive technical and operational support at no cost to the Ministry, including WASSCE preparation initiatives, aptitude test pilots, education data management systems and the recent support to the Annual School Census.
A Growing Liberian-Led Partnership
In a relatively short period of engagement with the MOE, CIS has experienced remarkable growth in both trust and responsibility. Our involvement in the JESR planning and review process is a testament to what is possible when Liberian institutions are uplifted, trusted, and adequately resourced.
As a Liberian-led organization, CIS takes pride in its capacity to deliver, innovate, and consistently exceed expectations. Our work with the MOE demonstrates the value of local leadership and technical expertise in driving sustainable solutions within national systems.
Liberia’s development solutions will never rest in the hands of one individual or institution. True progress comes from collective effort, shared ownership, and evidence-informed action. CIS is honored to be part of planning and implementing, supporting data-driven planning, strengthening systems, and contributing to national learning and accountability.
