Strengthening Data-Driven Policing: CIS and Liberia National Police Partnership

T he Center for Integrated Solutions (CIS) is proud to advance its partnership with the Liberia National Police (LNP) through a formal Memorandum of Understanding (MOU) aimed at strengthening research capacity, data systems, and evidence-informed decision making within Liberia’s national policing institution. This collaboration reflects a shared commitment to improving policing outcomes through high-quality data, rigorous analysis, and practical application of evidence in planning and operations. As part of this partnership, CIS recently completed the first phase of technical support focused on enhancing data generation, analysis, and utilization across key units of the LNP.

Building Capacity for Evidence-Informed Policing

A major milestone of this first phase was a multi-day capacity-building training delivered to officers within the Research and Planning Unit at LNP Headquarters in Monrovia. The training was led by CIS Chief Program Officer, Dr. Zuleka Dauda, and focused on equipping officers with the skills needed to transform raw administrative and operational data into actionable insights for effective policing.

Drawing from the scope of work outlined in the CIS–LNP agreement, the training emphasized:

  • Strengthening basic ICT skills for digital data collection
  • Improving data analysis and visualization techniques
  • Using data to inform the public of security issues
  • Enhancing reporting, interpretation, and use of policing data for decision making
  • Identify crime and safety trends
  • Allocate resources more strategically
  • Support accountability and transparency
  • Inform policy, planning, and operational decisions with evidence

The sessions combined hands-on exercises, group work, and practical examples drawn directly from LNP’s data systems, ensuring relevance to officers’ day-to-day responsibilities. Pre- and post-training assessments were also conducted to measure learning gains and inform future capacity-building efforts. This first phase of support marks an important step toward institutionalizing data-driven planning and operational effectiveness within the Liberia National Police. By strengthening internal capacity in data management and analysis, the LNP is better positioned to lead community policing and initiatives

The successful completion of this initial phase underscores the strength of the CIS–LNP partnership and the shared vision driving it forward. As the relationship continues to deepen, both institutions remain committed to expanding collaboration, refining data systems, and supporting sustained learning within the LNP.
