CIS Awarded a World Bank-Funded Contract to Develop Asset Declaration and Verification System (ADS) Bid Document Requirements

Center for Integrated Solutions (CIS) is proud to announce that it has been officially awarded a contract under the Bank Governance Reform and Accountability Transformation (GREAT) Project , implemented by the Ministry of Finance and Development Planning (MFDP). This landmark contract is to develop the bid document requirements for the Anti-Corruption Commission’s (LACC) digital Declaration and Verification System (ADS). The award is historic, as CIS becomes the first Liberian entity to secure a contract under the GREAT project, showcasing the organization’s dedication to innovation and governance reform in Liberia.
Speaking at the contract signing, CIS President and Founder Alieu Sannor expressed his enthusiasm, stating, “This contract marks a significant milestone for CIS and reinforces our commitment to supporting governance reforms and technological advancements in Liberia. It also highlights the trust placed in a Liberian entity to lead this critical project, which is a testament to the capabilities of local expertise and solutions.” The ADS project represents a critical step forward in promoting transparency and accountability within Liberia’s governance framework.
The awarded contract positions CIS to design comprehensive bid document requirements that will guide the procurement and development of the ADS. This system will empower the LACC to digitally manage asset declarations, cross-verify information with government databases, and flag discrepancies for further investigation. By ensuring that the requirements meet international standards, CIS will play a pivotal role in modernizing Liberia’s approach to asset declaration and enhancing its anti-corruption efforts.
This milestone also strengthens CIS’s growing reputation as a leader in governance reform and IT systems development. Over the years, the organization has cultivated a robust portfolio of successful projects that combine technical expertise with a deep understanding of local governance challenges. This new project further solidifies CIS as a trusted partner for the Government of Liberia and international stakeholders.
CIS extends its gratitude to the MFDP, the LACC, and the World Bank for their trust and partnership in this endeavor. We remain committed to delivering a system that not only meets but exceeds expectations, driving transparency, accountability, and efficiency in Liberia’s public administration. Stay tuned for updates on our progress as we embark on this groundbreaking journey.
